Project Location

Culvert 13 - VT 73 over Brandon Brook is located in the Town of Rochester in Windsor County. Bridge 13 is located approximately 2.43 miles east of the Goshen/Rochester town line.

Project Objective

The project will replace a temporary culvert with a permanent structure. The temporary culvert was installed as an emergency repair in 2011 following the destruction of Culvert 13 during Tropical Storm Irene.

Existing Conditions

The existing Culvert 13 is a 10' diameter, 134' long corrugated metal pipe culvert, which was constructed in the fall of 2011 to provide a safe two-lane crossing over Brandon Brook.

Bridge Design

The new culvert will be Precast Concrete Arch with Open Cut Excavation. The new culvert will provide appropriate Aquatic Organism Passage (AOP), in concurrence with an agreement with the Vermont Agency of Natural Resources (ANR), and adequate hydraulic capacity.

The culvert will be replaced using Accelerated Bridge Construction methods. This method provides the lowest construction cost and the simplest method of construction.

Detour Route

During construction, traffic will be rerouted onto VT 100/US 7/VT 125. The approximate detour length is 34 miles.

Driving Directions

From the East Drive 5.3 miles east on VT 73. Turn left on VT 100 and drive 5 miles north. Turn left onto RT 125 in Hancock (The Old Hancock Hotel is at this intersection). Follow RT 125 for approximately 16 miles into East Middlebury. Turn left on to Route 7 south for 13 miles will take you back to VT 73 West.

From the West Drive 11.7 miles west on VT 73 to Brandon Village. Turn right on RT 7 north for 13 miles, turn right on RT 125 west for 16 miles, and turn right on VT 100 and drive 5 miles south. Turn right on to RT 73 and drive 5.3 miles west.

Target Construction Schedule

Construction is scheduled over a 14 day period beginning in late August/September 2014. During construction, the bridge will be closed and traffic will be rerouted. Construction is scheduled to be completed by the end of October 2014.


The Contractor for VT 73 Bridge 13 is W. M. Schultz Construction, Inc.


The four bridge projects in Rochester (VT 73 Bridge 13, VT 73 Bridge 15, VT 73 Bridge 16, and VT 73 Bridge 19) are being completed as a single construction project. Bids were opened on October 25, 2013 and the low bidder was W. M. Schultz Construction, Inc. at $6.4 million.
